    • Enterprise growth, formalisation and ease of compliance — Expand the base of registered, bankable MSMEs in every district of Maharashtra and reduce the time, cost and regulatory burden of starting, operating and scaling an enterprise.
    • Competitiveness and quality — Raise productivity, quality and technology levels of MSMEs to national and international standards, so that they qualify as suppliers to large industry and global value chains.
    • Market access and exports — Increase the share of Maharashtra MSMEs in domestic public procurement, organised retail, e-commerce and exports, and build recognised district and sectoral brands.
    • Access to finance — Improve the flow of timely, affordable credit and equity to MSMEs, particularly micro and first-generation enterprises, and ensure prompt realisation of receivables.
    • Regionally balanced and inclusive development — Strengthen and modernise established industrial hubs while extending enterprise, cluster and infrastructure support to less-developed regions, with a focus on women, SC/ST, rural and aspirational-district entrepreneurs.
    • Innovation and entrepreneurship — Nurture a pipeline of new entrepreneurs, start-ups and innovative micro-enterprises through incubation, skilling and mentoring linked to district resources and sector strengths.
    • Sustainability and digitalisation — Support MSMEs in adopting energy-efficient, low-emission, circular and digitally enabled operations.
    • Employment — Maximise employment and livelihood generation across the State through MSME growth, in line with the State’s $1-trillion economy and Viksit Maharashtra 2047 goals.
    • Responsive governance — Ensure seamless, transparent and time-bound delivery of technology-enabled services to MSMEs, and keep policy responsive through structured stakeholder consultation and evidence.
    • Policy, Planning and Coordination

      1. Formulate, implement and periodically review State MSME policy, schemes and incentive packages, advise the Industries Department and other State departments on MSME matters, and coordinate with Central ministries and agencies working for MSMEs.

      2.Act as the State nodal agency for Ministry of MSME programmes (MSE-CDP, PMEGP, ZED, CHAMPIONS, etc.) and coordinate with GoI, SIDBI, NABARD, banks and industry associations.

      3. Prepare and periodically update district-wise and sector-wise profiles of MSMEs in the State, using Udyam and other available data.

    • Enterprise Facilitation and Registration

      1. Facilitate MSMEs through District Industries Centres for Udyam registration, scheme applications and guidance on licences and approvals, in coordination with MAITRI.

      2. Operate Business Facilitation Cells at district level as MSME expert desks, providing guidance on schemes, compliance, finance and markets.

      3. Facilitate time-bound redressal of delayed-payment cases of MSMEs through the Micro and Small Enterprises Facilitation Councils under the MSMED Act.

    • Cluster and Infrastructure Development

      1. Implement the Maharashtra State Industrial Cluster Development Programme and central cluster schemes: identify clusters, support SPV formation, appraise DSR/DPR proposals, sanction and monitor common facility centres.

      2. Promote MSME industrial estates, flatted factories, plug-and-play sheds and shared testing, design, packaging and logistics infrastructure and extend critical infrastructure support to MSMEs.

    • Competitiveness, Technology and Quality

      1. Promote ZED and LEAN certification, quality management, energy audits, technology upgradation and Industry 4.0 adoption through incentives and awareness programmes.

      2. Facilitate the setting up of technology centres, extension centres and mini tool rooms for MSMEs, and promote their linkages with universities, engineering colleges, research institutions and large industry for prototype development, product development and vendor development.

    • Market development and Exports

      1. Implement Brand Maharashtra and promote the State’s GI-tagged and handicraft products; organise and support participation in national and international trade fairs and buyer–seller meets.

      2. Facilitate MSME participation in public procurement, GeM, ONDC, MSME Mart and organised retail, and coordinate export promotion, certification and market intelligence for MSMEs.

    • Finance Facilitation

      1. Facilitate MSME access to credit by coordinating with banks, SIDBI and other financial institutions, promoting credit guarantee cover and TReDS on-boarding, and raising MSME credit issues in the State Level Bankers’ Committee and district-level bankers’ forums.

      2. Implement credit-linked schemes such as CMEGP and PMEGP through District Industries Centres, and extend incentive support to MSMEs under the Package Scheme of Incentives, the State Export Policy and sectoral policies.

    • Entrepreneurship, Skilling and Inclusion

      1. Conduct entrepreneurship development and technical training through District Industries Centres with MCED, MITCON and approved institutions, with focused support for women, SC/ST, rural and first-generation entrepreneurs.

      2. Implement social inclusion incentive schemes for SC/ST and women entrepreneurs to increase their share in enterprise ownership and participation in the State’s industrial growth.

    • Sustainability and Digital Transformation

      1. Promote green MSMEs through energy efficiency, circular production, wastewater reuse and renewable energy adoption, in support of the State’s sustainability commitments.

      2. Promote digitally enabled MSME operations through adoption of e-commerce, digital payments, ERP and online compliance, supported by awareness, hand-holding and incentives.

    • Monitoring, Grievance Redressal and Outreach

      1. Monitor scheme implementation through district and divisional offices, prepare periodic performance reports, conduct third-party evaluations, and carry out outreach and awareness activities to widen scheme uptake among MSMEs.

      2. Resolve MSME grievances through the MAITRI grievance redressal system, Zilla Udyog Mitra Committees and Divisional Level Coordination Committees, and hold regular consultations with industry associations.
